A Question on (de)Interlacing

So I read an article recently and the guy had this to say, which I can't help but feel is misinformed:

"Now, on a 1080p HDTV, the frames of an interlaced signal, such as 1080i30, will be displayed simultaneously at the display rate of the HDTV.

As a result, you can?t say that 720p is better than 1080i because the display has deinterlaced the image and created a frame buffer so the incoming interlaced signal is displayed as progressive video.

As you can see, the viewer?s display can change the entire 720p vs. 1080i debate and if the viewer is using one of these modern 1080p HDTVs, 1080i then becomes a better format than 720p. "

Now I'm a bit confused on the whole matter because I've gotten so much info from so many different sources saying almost the same thing. Would I refute the above quote by mentioning that quality of deinterlacing is a unavoidable factore? For that matter, I'm not sure how a game system rendering at 1080p outputs an interlaced signal. Does it output a field from each frame rendered? If so, wouldn't deinterlacing be a really big issue since it doesn't have all the information from a particular frame to put it back together. In that case would a system that rendered 30 fps be seen as 15fps on an LCD TV that didn't do bob deinterlacing?

Thanks to anyone that can help, I'm just trying to dispel my confusion stemming from all the different arguments going on around me.
