Bad memory if you cannot pass at the relaxed timing. Let's set Vdimm and timing to specs and retest memory. Also test the other stick.

I checked my boot screen. It went so fast...there was only a flash (1/10th of a second). Cannot capture the screen with PAUSE/BREAK.

I tested 1 stick of ram with memtest for 24+ hours (I think it did between 45-60 passes) and it passed. Now I am testing my other stick completely which initially showed 1 error.

Just work with the good stick for now. Strip the MB and put it on the shipping box. Be sure to reseat CPU and RAM. Connect only mouse, keyboard, and GPU. Disconnect power from PSU and remove CMOS battery. Clear CMOS jumper. If you cannot enter BIOS, then try another PSU or RMA the board.

If you're experiencing hang-up, then it's probably the RAM, PSU, or MB. Mouse and keyboard shouldn't cause POST problem. Have you tested the GPU on another PC?

ok heres some more info on what im seeing, this could be just coincidence cuz I cant explain why this is happening. My Linksys IPhone CIT200 USB seems like it is causing the problem, although I'm not sure how. When I have it plugged in and I completely boot into Windows, then shutdown, then try to boot up again -- it locks up when displaying "Memor". After I am in this locked up state, if I unplug the device then reboot - it boots fine. The key is that Windows has to completely boot up with it plugged in because if I boot with it plugged in but turn off my computer before it loads windows, then I don't get a lock up then next time I turn the computer on.
Is this possible that this device could be causing this very weird problem? All this occurs with the GOOD stick of RAM as well as the bad stick.

Dump Linksys and retest system. Some USB devices are junks! That's why you should always strip the board bare to isolate these problems. If PC boots okay with USB mouse and keyboard, then you need to invest in another IPhone device.

You also need to RMA the bad module.

Dude, you're comparing three PCs with different hardware and software. A properly engineered USB device will boot with many boards (no guarantee in the hardware business). Good examples are USB keyboard, mouse, thumb drive, and external HDD. If you have problem booting with these common devices, then the motherboard is defective.

Stuffs like USB Iphone are not popular, so they are not subjected to more stringent hardware testing...meaning if you can hookup and run the device in windows, then it's good to go.

it just seems like such a weird problem because it doesnt prevent booting everytime and it only happens after Windows has completely loaded and I do a shutdown. Is there any BIOS settings that I can change that might make this device work?

Are you sure it is not testing the RAM? It takes like 5 minutes with 2GB on my IP35 and I am not kidding.

Enable quick POST.

I'd just like to add that I had the exact same issue with a computer I put together for my cousin using the Abit IP35-E. He leaves his ipod connected through the front usb port on the case and after shutting down windows the pc gets stuck booting up unless the ipod is disconnected from the usb port. Its never once not been able to boot up when the ipod's usb cable is not plugged into the computer so it's definatly a conflict between the motherboard boot sequence and the usb cable the ipod uses. Doesn't seem like it's much of an issue though, leave the ipod/iphone disconnected and plug in when you need to use it.

It has recently developed a problem where it gets stuck on bios on hard boot.

once I reset several times it would boot fine and no problems in windows.

I am trying to hang on to c2q @ 3.2ghz as long as I can... but maybe its dying.... (mobo most likely).
