I bought the ABIT IP35-E from newegg recently along with an Intel E6420 CPU, and Corsair XMS2 PC2 6400 memory Specs.
Booting ALWAYS works the first time after plugging in the computer, however subsequent boots almost always freezes on the ABIT logo screen. If I unplug and plug it back in, it works fine. Initially I had a 350W Cooler master PS in there and then replaced it with a 500W power supply and the issue is still there. Initially I had default memory timings and voltages but then changed it to 2.1v and 4-4-4-12 but that made no difference (btw what is the correct setting?). I am NOT overclocking, I am using default CPU settings.
Any ideas?

Strip the board bare and put it on the shipping box. Reseat CPU and RAM. Connect only mouse, keyboard, and HDD. Remove the battery and clear CMOS. Disconnect power from PSU. Wait one hour and reboot PC.

Manually set Vdimm to 2.0V and timing to 5-5-5-15-2T. Run memtest86 test #5 for 50 loops.

I suspect your problem is still the PSU. Which model 500 are you using?

I've had the same issue on and off with mine. It has also demonstrated spotty SATA behavior (errors in log; slowing--->stopping eSATA devices; random "forgetting" of boot order). I'm suspicious that it has the much lamented problem that the P5K is displaying with SATA devices, especially as I've got a raptor. I'm going to RMA for replacement, and if that's also bad, go to gigabyte.

That PSU works with my IP35-E. Do you have a Raptor? PATA or SATA? Did your re-use the HDD? Did you zero format the HDD if used?

Let's strip the board bare and run memtest86 test #5 for 50 loops to eliminate hardware, RAM, and grounding issues. I would also reflash 11 BIOS using the WB switch. Make sure you've discharged the battery and disconnect the PSU power plug.

Do you have another PSU to test?

I haven't had a chance to try out these things yet but I will as soon as I get a chance. I noticed that mobo has a 8pin CPU power connector but my power supplies have a 4pin and a 6pin. Could this be the cause of the problem? I dont have any other PSU to test

Do you use IDE (PATA) devices? I also has an ABIT IP35 (not IP35-E), if you get any jumper wrong on any IDE device, it stucks at the logo screen.

I found all P35 motherboards (I tried ASUS, Gigabyte, now ABIT) very picky on everything, be it IDE, memory or power supply.

Yes I have 2 dvd drives that are IDE that I use. It does not get stuck on logo screen everytime, if i unplug the computer, plug it back in, and power it on, it works everytime. But if I ever turn it on after it has already been on without being unplugged, then it locks up

Works fine with my 20/4 pin Antec SP 350. No problem with E4300 @ 3.46GHz. Need to re-flash 11 BIOS with WB switch and test outside the case to eliminate grounding problem. Be sure to strip MB to eliminate hardware. If problem persists, then you're down to PSU or MB.

I would also zero format the HDD if it is used.

There is a "Delay IDE Initial (Secs)" setting in BIOS, I personally changed it to 2.

Don't know if it will help.

Him problem appears to be linked to the standby power circuit. Power interruption resets the boot protocol. So it's probably a PSU or BIOS/MB/hardware initialization issue.

My brother is having the same problem. It hangs on the Abit screen, solid black screen, or no signal. He has only made it in the bios one time. He is building it outside the case with no HD's or optical drives connect for testing. He has a X1950 Pro, E6550, Raidmax rx530ss, OCZ OCZ2P800R22GK ram, all new. Can he flash with CDROM or USB drive? Will he be able to flash since it seems to be just hanging?

Did he clear CMOS? That might help.

Failure to boot (consistently) is usually a RAM issue. The use of non-industry standard 1.8V RAMs can cause boot issue. Need to disconnect power from PSU, remove battery, and clear CMOS. Wait one hour and boot with one stick of RAM. You may need to use 1.8V DDR2 module to boot into windows to change Vdimm to 2.0 or 2.1.

You mean boot to bios right. He has not even installed windows yet.

Just to throw out there a random one that happened to me: I was freezing off and on at the boot screen...my PSU does not have a six-pin for my 7900gs video card so I use one of those 6-pin to two molex adapters...turns out I forgot to plug in one of the two molex 4-pins...ever since I connected the second one it has never frozen since...probably not your situation since your PSU has a PCI-Express connection but double check that it is connected...just thought I'd throw it out there....

Using one stick of ram seems to have work. He got to the Bios and changed the voltage to 2.1 and it post several times in a row. He is making a slipstream xp disk now for it. Thanks.

Glad it worked for ya. I avoid all non-1.8V sticks, unless they are Ballistix. You're in good shape if you could run RAMs at 4-4-4-12 up to about 450MHz.

Yeah, hard to believe .1 volts caused so many problems. I will remember that for next time.

According to my memory specs it is 4-4-4-12 2.1v so how come you want me to set it to 5-5-5-15 2v? Also, in the BIOS I disabled the ABIT full screen logo to see if there is some more info when it locks up. The screen says:

Phoenix - Award Bios v6.00PG
Copyright blah blah...
Main Processor: Intel Core 2 2.17 272x8.0 1 CPUs
Memor

Press DEL To enter Setup
05/24/2007 blah blah..

Notice that it says Memor and nothing else on the line. I shutdown the computer and powered up again and this time it says Memo~. I have 2 sticks of RAM and I tried one at a time and still got the problem and I tried on 3 different DIMM slots. I did a CMOS reset and disconnected my optical drives. I have not tried removing the cmos battery, running memtest, or removing the computer from the case yet. I wanted to post this first to see if this is any help.

I want to relax the speed timing to improve bootability.

Be sure to remove the power from PSU when you remove the battery and clear CMOS. Hopefully, you'll be able to POST with one stick of RAM. I've NEVER had any issue booting with brand name 1.8V DDR2 667 or 800 RAMs. I'll check my post screen and update this post later.

I unplugged the computer, reset the cmos, removed the battery for 30 mins. Turned on the computer and set the memory to 5-5-5-15 and let it boot into windows. I did a Shut Down and then powered it back up. Computer froze on the screen I mentioned before and it says "Memor" going to try memtest now

[update]
I have 1 stick of ram in there now and the memtest has been running for about 5 minutes and it found 1 error in test 3 so far.

[update 2]
AFter seeing that one error decided to quit the test and to pull the motherboard out of the case and try again. I just started the test up and again I got 1 error during test #3
