So I have been searching different forums trying to help me decide on the best video card to get within my budget. I am almost sure that I wanna get a 4850 but have read alot of reviews and complaints about the card running hot.
I have never purchased a item from MSI, but I found their version of the card to come with a fan which keeps the card cooler.

Basically, is this an issue I should really be worried about? And if so will the card from MSI be enough to fix the problem

It runs hot, but it's made to run at those temperatures. Also, the ones with non-reference coolers should be able to run much cooler. If you're still concerned though you can put a Accelero S1 on it with a 120mm fan tied on (I use this). Keeps it under 50C on full load.

I wouldn't worry about heat. It really only gets hot during gaming and is pretty cool during normal use. I bought a Gigabyte card with a Zalman fan on it. It's a great card and runs cool. My only issue was that the fan was VERY loud. Sticking a Zalman Fan Mate II controler on the fan line for the card did the trick. I now run the fan at the lowest speed setting, it's silent and really is just as cool as it is on full blast.

The reference cooler on the 4850 was made of fail, literally, with a painted copper heatsink. The cooler on that card you linked will certainly be better, but in that price range you should really be looking at a 4870 512MB. Not only will it have an equivalent cooler, its also a faster card by default. Spending additional money for after-market cooling on low-end parts is rarely a good option imo, as you'll typically end up spending as much as you would've spent on a faster card with better default cooling to begin with.

Linked: HIS 4870 $128!
