Probably seems that way because corruption + being the most powerful country in the world maginfies it.
There are probably some african countries that out-corrupt us.
Although, i think America maybe more corrupt than most people give us credit for, we're 'sneaky corrupt' whereas other countries are more corrupt out in the open.

I think the problem that people are going to have here is identifying corruption since most of you have probably never seen it. Corruption is seen really when there are big dollars involved. The Haiti example is a great one. I think NPR had a show on how all the money was wasted. Someone linked an article about Lance Armstrong taking 45% of his charities money for administration costs. That's corruption.
If you go to Zimbabwe you see the corruption immediately since the cops all have to take bribes to pay their families (they get no salary). However in the states the corruption is at the higher ends of the spectrum. If you're moving large amounts of assets you better believe there is an incredible amount of corruption. If you're conducting large business deals for private companies the corruption is incredible. Otherwise the next guy will make the money and you'll be out of business.
