Could be, but murders carried out for personal reasons typically don't involve 3 attackers. It's an odd case at first blush because it looks like terrorism on the surface of it but the chosen target makes no sense.
That's what I thought, but when killed they were wearing their armor and armed with the rifles, hand guns and pipe bombs - so much for the theory that they thought they'd get away with it. Maybe that IS the pattern - hitting some identifiable group they've never hit before. In this case, county/state government. That way nobody knows who is at risk.
Supposedly Sayed left angrily, then came back and murdered everyone. So perhaps they intended to murder some other people, but he got so angry at his coworkers that on the spur of the moment he decided to go get his kit and kill them first, then they were picked up as they left the house to kill the other people. At this point, who knows?
