You do realize that "Tactical Gear" can be anything from a surplus helmet, a actual kevlar vest, or motorcycle/construction/baseball style knee and elbow pads along with camo and/or all black style clothing?? The term is as nebulous as the term "assault weapon".
Yeah well perhaps I should have said body armor or bullet proof vests. In the attacks that have taken place in Mumbai, Kenya and Paris the attackers did not have bullet proof vests as I understand it so this would be a first for these style attacks.
