OMG I can totally relate to that. At my last job the IT manager was exactly like that. We were even looking into a cloud based solution and he made so many false assumptions we just smile and nod lol.

Reminds me of my last boss...it was a smoke and mirror show. He would come back from a client site after promising all these things. We would all sit down and go, "ummmm....we can't do that with that...." He hated it when we said we could not do anything and he would get pissed. I mean, yeah, nothing is impossible, but it becomes tough when you have this constraint called cost and stupidity.

lol yep. Same with my IT manager at my last job. When we would say it's not doable or that it would be impossible to manage he would say "The technology can do whatever we make it do, it's there for the user, not us. Now make it work".

I wont even get into the VPN setup, what a nightmare of a mess that was.
