I've a HP pavilion 8275 with win Me, 300mgz and the Hdd is a quantum bigfoot tx 9gb 5400.jumped as a master and it was running just fine , until I installed a second Hdd a WD caviar 5gb 5400 jumped as a slave. ( I've taken this drive from a pc that was too old but working with w98se) So after double checking that all the cables where connected right and tight, I booted the pc (without formatting the WD Hdd caviar with the w98se installed) and , all I could boot to was, to save mode options, but I couldn't get it to save mode (after choosing option 3) at all , and tried everything without luck , so after several boot\reboot failure , I formatted (with WD EZ drive utility) the WD caviar drive "d: now" to fat 32 , and still couldn't boot to win Me, the WD caviar shows as being installed as a slave in the boot and bios , and I still couldn't boot to Win Me, so I decided to reinstall the (crive)"over itself"with win Me, but I was getting the general fault protection Module setupx.dllat001038co , and couldn't reinstall win Me. So I formatted the c: with the : format c: string and after the format , I did a clean install of Win Me, but when windows rebooted to finish the installation of Win Me, it wouldn't reboot, but to safe mode, but it never goes to safe mode when I check option 3, it's like a merry go around , I think I've a bios problem 'cause I've checked "every thing" a dozen times, I mean the jumpers the cables checkdisk complete scan and nothing showed as a problem, so now I'm stuck , between a rock and a hard place, I don't know where the real problem could be , But one thing I'm 99.9% sure of, it's not hardware malfunction. Ps: One thing I haven't tried yet, is to reset the bios jumper on the mobo, someone told me to do it but I don't know what that will do to the bios settings.... In this case a step by step help is needed.
Thank you!!!

claering the cmos jumper wont do too much damage you seem to know your way around the the biso to reset the clck and boot sequence etc the rest of it is tweaks and defaults will be fine fo you so dont worry too much about it you wont break anything by clearing it completely.

Also have you tried the new hard drive on the secondary ide you may have a dodgy cable on ide1 so either try another cable or put the new hd on ide2 and see what happens.

let us know how you get on.
