That's not a requirement in Massachusetts, to drive in the rightmost lane at all times. The leftmost lane is not a special passing lane on any highway here. Hence, you're wrong-- at least in Massachusetts, Connecticut, and New Hampshire.
If this were an actual law, you'd have constant lane changes, making driving much more hazardous. That's why it's not an actual law, just regurgitated cultural spam on an Internet message board.
Guess what else isn't a law? You never have to give someone speeding the right of way. On the great bulk of highway miles in the United States, there is no minimum speed limit for any lane, either. Speeding is against the law, tailgaiting too, and if you happen to hit someone while tailgaiting prepare to have your ass handed to you by the state.

You got it. When there is a "Slower Traffic Keep Right" sign, it is on at least a three-lane highway, and the rightmost lane is basically used by tractors and the like. This never has any impact on how you can drive in the leftmost lane. There are no "Keep right except to pass" signs.

Looking back, it was one of the best feelings I've ever had. I made the roadways safer in the long run and helped punish a lawbreaker, all at his expense.
