It's a fine card, but it's really outdated and if you are going to play videos, your CPU is going to do all the work. The suggested PCI card above, on the other hand, takes good care of all 2D/Video acceleration in Windows 7/8. In Windows XP, Google Chrome would be able to make use of GPU acceleration.
If you must pick AGP, better to get a used Radeon HD 4650/4670 instead, NTMBK got a good card, see if you can make him ship to you. At any case, paying $43 plus S/H for such an outdated card is non-sense.

This card should be able to play 720p YouTube content easily, should you choose it. Just make sure to use Chrome as your web browser.
