Let's not forget that alcoholism is a disease. Many people drink because they have a compulsion to drink. It is not a weakness of character or a choice for them.
That said if you are a repeat drunk driver or habitual offender under the influence I think its a great idea.
Let's also be careful of the slippery slope. Overweight people being monitored for fat intake, etc.

In an addiction class that I was in, I was taught that it takes roughly 9 years to become physically dependant on alcohol (addicted). 9 years of drinking isn't a disease, its a piss poor decision. Of course there is a grey line about when the crossover actually takes place, but alcoholism doesn't just happen overnight.

There are some people(not many) who become alcoholic much faster than that. However, the point you are making is not valid, imho, because many people drink responsibly for years and then at some point cross the line into alcoholism. Your point seems to hold these people responsible because they drank for many years. Many people drink for many years and don't become alcoholic. The cause of alcohilism is not fully established but heredity seems to play a factor.
So I don't see how its a "choice" unless you are saying that anyone who drinks and becomes alcoholic should be held responsible because they should never have drank at all or should have stopped drinking after a certain amount of time, before they could possibly have developed alcoholism.

..I've seen friends/family start out as "social" drinkers and end up hard liquor death bed alcoholics..never realizing or admitting they had a problem. So the need to monitor is real and urgent. I'd like to see a 3 strikes law on DUI..3 times and loose the license for life.

I know they are criminals but they actually are drunks because they don't care about their own lives at all and most all of them were raised by asshole parents.. Punishment is not really going to change them.. they are punishing themselves everytime they drink and they know it.

These people need something different... a different kind of penalty.. something that helps them feel empathy for others struggles and the ability to find their way out of the giant grave they dig for themselves everyday - Alcoholics are terribly selfish people and they convince themselves otherwise

You're showing your extremism again. People deserve a second chance. I figure a 6-month suspension plus a hefty fine ($1000+ anyone) should send a good message after the 1st time.

It only takes 1 chance to smash into someones car and take off their legs.

I think you have a persistent tendency to invent punishment for others, along with disturbingly baseless arrogance. It's a type of compulsive sadism, mixed with elements of sociopathy that will probably require therapy, and most likely pharmaceutical treatment as well. I know some excellent psychiatrists you could meet if you're ever in New York. I hope you won't mind that they're bleeding-heart liberal new york jews, who charge $400/hour.
