I guess I can see the argument that when the actor is handed a gun to be used as a prop, it is assumed that the gun isn't dangerous. Small disagreement - my impression is it wasn't purely Pence that 'stopped the steal', but they also failed to get the Republican state legislatures (and the validation boards) sufficiently 'with the program' beforehand. As I understand their plan they'd have needed 'alternative slates of electors' to be put forward. And invalidating the votes in Democrat majority districts would have helped also.
