Life could arise in extreme conditions. The problem is that we assume all life should be similar to our life (carbon-based, water, DNA).
I could imagine intelligent aliens living in a liquid ocean. Or even intelligent aliens with an undefined body shape (like an amoeba)
I'm no scientist (well, kind of). That's what I think.

in extreme environments, i don't think intelligent life would evolve because it would be a waste of resources in a limited resource situation.

There are millions of variations of body designs, depending on the environment in which the being evolves. Why should aliens look like us? It is not impossible, but very unlikely. People tend to anthropomorphize everything around them.
