No, its NOT CONTEXT!

It is two entirely different sayings:
1) The PHRASE: "... and its all downhill from here" = things will get easier, like biking DOWNHILL

2) The WORD "... went downhill ever since..." = things went to the crapper

How about:

"I just turned 65. It's all downhill from here."

Is that a positive or negative statement?

"all downhill from here!" the hard part is over, now we can coast.

"This team has gone downhill" the team was once on top of the league and now has fallen to the bottom.

Are you happy because you can finally quit working and travel the world spending the massive fortune you amassed in your life or are you depressed because you're going to spend the next 3-4 years drooling into your oatmeal before finally dying alone staring at a wall in the prison infirmary?

Need some context!

Going downhill is easier than going uphill, we know this. However, downhill is the direction of rock bottom and shit flows downhill. Most people want to be at their peak. So while downhill is easier, it is not necessarily better. Hence why it can mean both bad and easy.

Exactly. There is no single answer to OPs question. It is all about context.

"Its all down hill from here" = hard part is over, rest is easy

"Things really went down hill" = things got worse

Still true without any further context?

It is very dependant on the context, which you left out. Please provide the context.

Technically, both poll options are correct, but not interchangable. Depends on the context.

"All down hill from here" is an old expression meaning things are going to be easier from that point. (no longer having to pull or climb a hill)

Yes, that statement implies you are retired/retiring and can spend your days doing whatever.

Except, he could be a workaholic forced into retirement, shaking his head, looking at the ground and thinking that good parts of his life are behind him.

Nope.

"Things are going downhill" means that things are getting worse.

"It's all downhill from here" means that things are getting better. Like pushing a cart or carrying a heavy load. Once the path turns to all downhill, the going is easier.

Lots of people may use this incorrectly (just like people say "coming down the pipe" instead of the correct "coming down the pike", or "could care less" instead of the correct "couldn't care less", or "for all intensive purposes" instead of the correct "for all intents and purposes"), but that does not make it correct to use the phrase "it's all downhill from here" as a negative phrase.

It's a statement in which a colloquialism is being used incorrectly. For all intensive purposes, that is.
