True, the Reps have some Dem windbags to contend with on that front, but the Senate Majority leader can tell them to "grab some pine" with a majority vote. Also, you severly underestimate Cheney's ability to control the Senate's agendas (the VP is the president of the Senate), he's by far the most influencial VP to take office since Johnson and he will be attending far more Senatorial caucus than any other VP in recent history (he said as much in his interview with Brokaw). They'll get far more done in the next 2-4 years than you'd imagine.
