Can't you adjust the settings to make it use more water? It sounds like you just need to read the manual.
Top loading washing machine with the agitator or go home. Mine is 30 years old and still gets clothes so clean you can feel the clean on your skin. Clothes feel different when they are really clean, even if you only "minimally soiled" them.

NYC and other large cities put stipulations on water usage to minimize their water requirements. When my 10+ year old washer started leaking last summer, I talked to the sears guys and asked which models get returned the most.
They explained the front loaders AND high efficiency top loaders with no agitators both perform so-so. I went online and ordered a SpeedQueen AWN542. My wife was happy with the purchase and the way it performs. I can't wait to replace our dryer with a gas SpeedQueen unit.
Meh. Agitators wrinkle the hell out of my pants and shirts, and when I used one I had at least one dress shirt ruined per year, when the point of the collar got caught under the agitator and chewed up or soiled. If anything my front loader gets things cleaner and doesn't damage my clothes.
Wrinkled isn't really damaged though. You'll just have to iron it.
