All AMD boards that I know of have Cool 'n Quiet. Some of them even take it a step further and monitor all your case fans (provided they're plugged into the board).
The DFI Lanparty UT Ultra-D would be (and was) my pick for a board to go socket 939. Its awesome. I've been able to get over 2.5Ghz easily with it on a 3000+ (running memory 1:1, one with a x9 and a lower mem/fsb speed, and the other with mem/fsb at 300 and x8.5 multiplier). If I had either a more stable power supply and an OCZ DDR Booster or a 3200+ or better CPU I'd be able to hit higher than that with no problem.
If you're not an overclocker, well then this is the time to learn.
