I have a small netbook that i'm im using to play old Games (COD 1, Far cry 1, UT 2004)

I have the AMD powerplay disabled in AMD vision control center. Using the MSI afterburner I can see that GPU clock is stuck at a mere 200MHZ! I can not overclock or set clock in MSI afterburner and the slider does nothing at all.
I can enable Powerplay and the result is even worse. The Core clock jumps violently between 280Mhz and 500Mhz (like every second) and causes heavy stuttering and hanging in games.
