So we have anywhere from 66% (tad slower than Radeon R9 390) to 80% (almost matching Fury non-X) for AIB cards among our predictions.

There have been no claims that it has throttled during gaming. So thus we can say that any benchmarks shown are thus not throttling. There are many results in here posted by myself, you, and many others, so all of those show it not throttling during gaming.
Don't know if we should be happy or not about this. Sustained 1266 MHz during gaming means reference probably won't gain a lot from overclocking
if it can't even hit stable 1400 MHz like PCGH's staff mentioned (single digits?). Let's hope custom does better
if that's the case.
