What happens if you run your rig in an open area with the case side panel off, no GPU load, CPU load only? Better yet, have a box fan blowing air directly at it? To rule out an airflow/heat trapping scenario...
The highest temperature I have seen on my 3900X is 79°C with a max per-CCX OC. Granted, this is with waterblock + 360mm radiator as well as a case with good airflow not in an enclosed area. But my ambient temps aren't exactly low at 79°F.
