High end air coolers work just as well as AIO water without all the hassle and none of the risks. My Scythe Ninja 4 with 1400RPM GentleTyphoon fan cools 3700X to 65 degrees. 1400rpm may sound like a lot, but GentleTyphoons are much quieter than most fans for any given RPM. Either stick with box cooler, or get an aftermarket air cooler if you expect to regularly load CPU to 100%.Random(ish) question.

My original thought was with the precision boost overdrive water may make good sense but now I’m thinking it’s not worth the extra complexity and points of failure to gain 100mhz

You might have the "dreaded" Hynix chips on those sticks, I have a few kits of cheap Hynix stuff, and due to the math of memory dividers / ratios and what not, they will only run at 2933, not 3000, it is a Ryzen thing, due to Infinity Fabric.
You may be able to to set higher timings and OC the frequency to 3200 with a voltage bump.

This is a genuine concern regarding boost clock behavior on one thread, as multiple people(the stilt,der8auer) have never attained boost clocks for a meaningful duration of time on a single thread.In theory, it will maintain single thread boost at max clocks as long as needed and other factors do not impact it.
This is a CPU full of sensors, most parameters are measured too fast for reporting software to visual for us to observe.
And honestly, it is workload dependent, and that goes the same for Intel CPU's.
I would do a deep dive into all the Zen, Zen+, Zen2 / Sky Lake, Kaby Lake, Coffee Lake, Cannon Lake, Whiskey Lake info out there, for a really detailed answer on thread behavior in modern OS's and modern CPU's.

Not exactly. You were restricted to the worst clockspeeds and timings of all the DIMMs. It's pretty much the same today, which is why you generally want to get matching RAM.
That's a question I hope to answer once my setup is complete. Anything else on my part is mere speculation until I get everything up and running.

YES, my 2 3900x systems, all else being the same except the motherboard manufacturer, and of course, the BIOS, and a 20% difference in performance, and a 50% difference in latency ? Not to mention, I can only run the same memory, not at 3600, but 2666, and it still has some issues. It appears that the AGESA version is most likely the culprit, 1.0.0.1 (bad) vs 1.0.0.2 (OK)Short answer, BIOS's need work.
Your question and the question in general does not have a good answer right now, this is launch month, stuff not working perfectly right away was to be expected.
I have stated and showed this board is on Combo Pi 1.0.0.2, until Asus gives the B350 boards 1.0.0.3AB, I don't know.
When I get my cooler in, the X570 board and 3900X will be setup with the 1.0.0.3AB BIOS update.
You need to understand that processing threads have "weight".
Not all threads / workloads are equal, I am not flipping out about maintaining 4.6 constantly right now on one core / thread and am not really concerned at this moment in time.
I will do more testing, but this is the least ideal setup to get the most out of the 3900X; this was an experiement for fun, so, yeah.
