My 3700X has not degraded. It can't be because I have not touched vcore at all up to this point. It would be a disaster if a CPU degraded under stock vcore within a month of use.
@DrMrLordX: I was able to enter BIOS with bclk 103, by raising VDDIO under "AMD Overclocking" section in the BIOS. It failed to enter Windows. I really hate this BIOS because same values can be changed at multiple places (board overclocking section, AMD CBS, AMD Overclocking) and I have no idea which values take precedence until I test it out with non-stop reboots. So far, it looks like memory timings set in the board's overclocking section are preferred over AMD Overclocking's, but for voltages AMD Overclocking takes over. I am not entirely sure.
On a bright side I really like how smooth the system feels during web surfing. This matches my expectation from launch review benches and I am pleased about it.
