So an interesting thing I have noticed recently on my 5800X3D. For some time it seemed like performance in games seemed to be a bit lower than expected, and so today I went ahead and checked the frequency on my CPU with HWinfo. Interestingly, I noticed that it wasn't boosting properly, but rather maxed at about 3.4GHz for CPU clock. These lower clocks would explain lower performance for sure, but why was this happening?
So I tried adjusting power plan settings, that didn't fix it, and I tried updating X570 chipset drivers and restarted. Still not fixed. So I figured it was some issue in BIOS. Restarted again, and looked at PBO settings. I tried setting a PBO limits from Auto to Motherboard, that didn't fix it. I know I also had a -20 CO applied to all cores, so I took a deeper look. Scalar was on Auto, I tried putting it to 2X, and I removed the +25MHz max boost offset. One of these seemed to fix the problem! I am now seeing around 4.4GHz clocks. I may go back and try playing with it to see which one made the difference.
For reference, I am running UEFI revision 1.L on my board, and for whatever reason this version (at least) seems to have this bug.
