You must be defining "action" in some restrictive way. If you define it as "time that the ball (or puck) is in play" then I think I would suggest this ranking, from most to least:

Football

The reason "America", and by that I mean the networks that would show it, don't like soccer is because there is no time to insert commercials. You get 50 minutes of uninterrupted game, 15 minutes of commercials and commentary, and another 50 minutes of game. Unlike football, where ever other play results in a commercial break.
