You need to sign up for it before using it.

Get a one-time $15 statement credit by using your enrolled Card to spend a total of $150 or more online at Newegg.com by 7/31/2014.

It should as the Amex is statement credit. I got the Newegg, Tiger Direct, and pretty much all Amex offers.

The charges must go through otherwise this would become easy pickings from the scummy people that would order, get credit and then cancel.

AMEX has really good deals, sadly their merchant rate is higher so some places don't take the card.

Discover is great too, but many don't accept it.

I had just bought a tablet then a few hours later saw the deal. Called Amex, they said call back when the charge had gone through. Just checked my statement and they gave me the $15 without needing the 2nd call. I'd call them and see if you can get it for the mobo purchase, it doesn't hurt to ask.
