I actually agree, but neither one was a major villain. The problem is they just weren't there enough. The scarecrow only really had a couple of scenes (and gets punked out big time fairly easily). Raz was good, and an ok twist, but again, he just wasn't there for most of it.
I think it works great, but its just a setup.
I thought Green Goblin was just ok. I like Defoe, but I eh, I just don't find Goblin to be very interesting. It was ok for an origin, but nothing more than average at best.
I love Ian, but he just is not a great Magneto. The intellect is there, but its completely missing everything else that made Magneto. You just never got much serious malice out of him. Magneto was willful and strong, I never felt that way about Ian's Magneto. He exudes too much calm consideration for that character. Plus they ruined it with Toad and what they did to Sabretooth, even Mystique was a joke. I'm not even going to touch the third film's atrocious use of villains.
Yeah, I think it counts. Plus, most of these others have been graphic novels as well so its just stupid to try to make much distinction. I personally wouldn't say Watchmen was the best though. It did some things very well but the movie devolved into a cliche halfway through.
