If you've taken general chemistry like any educated high schooler, you'd know that reactions can be made much more efficient with catalysts. That's how plants makes energy with only carbon dioxide and water.
I'm not saying his design works either, but the concept is certainly possible if a catalyst is introduced.

Efficiency... you keep using that word, but I don't think it means what you think it means.

No matter how efficient you'd make the process, you can't have a closed system running on water. It's always a losing battle and there is no point to it. Why spend energy just so you can turn around and retrieve less energy? If cars are going to run on hydrogen, then they are going to have to carry around the hydrogen. If you're going to expend energy to remove the hydrogen from water using electricity, then you are always going to be better off just using the electricity to power your vehicle.

Exactly. It takes A + B energy to split water into H2 and O2. You get A energy back when you combust H2 and O2 into H2O. Efficiency only affects B. At 100% efficiency you still have A=A, which gets you nowhere.

Hydrogen or whatever its equivalent is not the end of big oil. There still needs to be processing plants to produce the fuel, there still needs the infrastructure to transport and store it both of which the oil industry has the infrastructure and capital to create. Even if all the vehicles on the road ran on biofuel, who do you think is going to be processing and transporting that fuel? We also use oil for more than gasoline or diesel. Every plasic is derived from petroleum, as are asphalt and synthetic rubber. The next big energy and fuel source is not going to kill off the oil industry. Just like how oil did not kill coal, and coal did not kill charcoal, and etc.
