I ended up re-installing Sim City 4 because of this thread.
Oh, and I found out SC4 has massive problems with ATI videocard for the last couple years. I looked up some possible solutions last night that I haven't tried yet.
At first I was massively confused why a game from 2003 was bringing my new computer to a crawl
one of the main reasons I haven't played it since ~2004. sluggish and oftentimes I get a giant, anomolous pole rising from the center of my city and extending up and out into infinity.

I turned on software graphics and it seems to be moving along much nicer now. I have yet to start a city on a large land section though, so I don't know how it will hold up under that kind of stress.
I remember when I got back into it 2 years ago me and my buddy had a contest to get the biggest city...I learned that it is nearly impossible to get past 2.5 million while he hit 2.8 million...highways couldn't support traffic everyone was unemployed and subway systems had to move over a million people...it was terrible...but the plus side everything was covered in giant towers besides the river I had in the middle lol
I need to do a better job with transportation.
