Last one moved out this winter and a new one moved in in Jan. I had such high hopes but sadly its almost May and they have shown no inclanation to deal with this:

It was kinda pretty (and a bit odd) to see the nice, well defined box of yellow flowers. But now they have turned into evil seeds that I will have to hunt down and kill. And - after the seeds are gone it just looks really trashy

It only looks bad for a little bit. You'll get a new crop of flowers and magic puffs. They'll go all summer. A place I rented once had a backyard like that. I loved it :^)

What's really sad is how ridiculously easy it is to get rid of stuff like that. I see a few homes in this area that are like that, and I just shake my head.

Why not just spray it yourself? Cost you $10 probably.

I've been tempted. They have little kids and a couple of dogs that like to play in the yard and I am always leery about exposing them to that though

Well - they haven't even mowed their 'lawn' once yet this year so I don't think this ranks high on their list of things to spend time on

I have the shitty yard on my block. I'm renting this house and its one of the few houses in the area without an automatic sprinkler system.

With the recent water restrictions, you can only water before 7am on Sunday. Not a big deal if you have an automatic sprinkler, but I'm not going to wake up to manually water. My yard is basically dying from not being watered.

sounds like you should complain to the HOA OP.

Well - for better or worse we live in an area withpretty loose HOA restrictions so there isn't anything they can do as long as the weeds dont go over 8" tall

Our backyard spawns that the day after I spray the liquid stuff weed killer... Ortho max. Does weed & feed granules work better? Do I need to do the 5 step regimen the whole year or is it just the weed & feed for this specific problem?

Also have empty patches here and there. At what point can I seed (Scott's ez seed) while doing weed and feed?

that will spread over to the amazing looking lawn on your side. The sucky part is that like you said theres nothing you can really do (legally anyway) till they have grown in height over what the city puts down in the municipal codes. I too have a couple of renters across the street from my house that basically dont do a darn thing about their yards in spring/summer. All I can do is to wait for the weeds to be taller than 12 inches then call the city. It's like 3-4calls I have to make every summer but they dont seem to give a damn, neither do I. too bad its a really nice subdivision too.

My neighbor only picks up leaves once in the fall, and I live in a Tree City USA city. They constantly blow onto everyone's property, including three houses with older people that are obsessive over their lawn (saw one guy trimming the edge of his grass with hand scissors).

However, if you are obsessive over your lawn, that should be a big factor in where you move. Move where the housing association requires weekly mowing and weed prevention.

My backyard is half overgrown, and deer frequently winter there at night. There are skunks, rabbits,... you name it, and I like it that way. My neighbor's backyard (to the other side of the leaf guy), is immaculate and clean and absent of any space a critter could use as a home, and I know he looks at mine in a similar way you do to your neighbor.

Too bad is all I have to say. Sorry.
