Android and outlook contact sync issue

I carry 2 phones, an iph 8 w/ sim for sensitive stuff and Windows Phone 950xl for social and consumption. With whatsapp coming to end on WP - which I prefer to not to have on iph becaues I don't want all the incoming pic junk to mix with photo I took - I got a cheap chinese android phone to replace the 950.

I had it for a week now and everything is looking good and stable, so yesterday I decided to move everything(whatsapp, reddit, twitter and stuff) over but I run into problem with syncing my outlook contacts after I added my outlook email under setting/account/outlook - which I need them to be in the stock contact app for WhatsApp. I have been asking and search with no success then I realized I have to do it from the gmail app(under exchange) and not accounts setting or contact app. Now I have two problem, it have problem syncing(email/contact/calendar) and gmail app won't open the outlook setting(bouce back to inbox).

More research and found an article said that after I enter email and pw(exchange) it should ask me to auth but I never have that pop up.
Any suggestions to get it to work? The only work around I can think of was export and import vCard style but with that I will have to do it everytime I add someone new.

Goal get my outlook contacts into android contact.

Funny with iph I just setup the phone using outlook account and everything worked.

I'm not clear, do you have a Microsoft Exchange ActiveSync account in place on the Android? That should be all that it takes.

No it is not an Exchange active sync account, just a free outlook/hotmail webmail. Set it up under exchange is the only possible way to have contact sync.

i guess I'm not understanding the problem then because what you're saying is contradictory from my perspective. You appear to understand that a Microsoft Exchange ActiveSync account on the phone will allow for syncing contacts (which is what you want) yet you do not have one on the phone. Why?

You want Settings>Accounts>Microsoft Exchange ActiveSync. I just set up a new phone and having that account allows for syncs with my Contacts, Emails and Calendar with a free outlook.live.com account.

Make sure that your contacts are associated with the ActiveSync account set up on your phone when you're set up. Contacts>Menu>Manage contacts and make sure that MEAS is the Default storage location. If they are, your sync will work.

Well even if MS launcher does mess it up, you know how to fix it by resetting and starting again, so give it a shot.
