Yes it is a real thing! In fact it's a common statistical technique when you're trying to get a better understanding of small groups. It also has no effect on the poll numbers you see as the oversampled population is weighted accordingly.

Polling firms do not adjust their sample based on partisan identification as that is an output and not an input. So no, they didn't oversample democrats, that's just what their sample said. It's like saying you oversampled Clinton voters because she was winning.
