Truth be told, the man should never have exited his vehicle when pulled over.
When the cop asked him for his license, and the man realized it wasn't in his back pocket, the first thing the man should have done was tell the cop he was going to reach into his car to retrieve his license. The man just jumps inside the car and the cop has no idea if the man is going for a gun or not.
Still, the officer should never have fired his weapon. Drawn his weapon? Yes. Issue clear commands to the man that dove into his car to stop what he was doing, place his hands in the air, and to back slowly out of the vehicle. The cop over reacted by shooting first and then continuing to shoot after seeing the man still unarmed. The cop deserves criminal punishment for that.
Again I can see why the cop would get anxious at the man diving back into his car without a word to the police officer why he was doing so. You just don't make sudden movements like that around officers.
There's just no defending that bullshit.
The officer is just a total bonehead who panics like a total punk and whatever training he may have had is completely forgotten.
First off: the officer set up the stupid situation himself. He should have asked the driver to step away from the vehicle, or get back in the vehicle and remain there- whatever would bring the most control to the situation.
The request for a licence and then being surprised that the person would (DUH!) reach for his license wherever he had it was just stupid. Why as an officer would you make a stupid request of a suspect if you're not prepared for the result?
Then there's the fact that after the guy reaches back into the car, the officer completely loses his mind. He starts running wildly; it's pretty clear he has no clue where he should be to keep control or even keep himself safe if it were a dangerous situation, he just runs around like an idiot.
And then firing the gun: utter cluelessness.
No matter what ribbons and bows anyone wants to put on this flustercluck to excuse anything, every shot after the first are nothing but slam dunk proof the officer has ZERO fucking clue what he's doing. (And it's not like the first shot was called for either). Continuing to shoot at a guy with both arms raised? Fucking idiot.
How can anyone defend such moronic bullshit?
In the situation where the guy was a 'hero' (shooting a gunman in a bank parking lot) I'm guessing that was a lucky accident where a total loonbag, untrained, panicky officer who shoots without thinking accidentally saved the day.

Where is Spidey with the obligatory 'good shoot'? Anybody that says that is justified is full of shit. That man reached back into his truck with a normal speed that most anybody would have used. That cop needs to go to jail.

Sounds like a lot of dog whistling and trying to downplay this. The cop is control, armed and supposedly trained. The onus is on him to handle this, which he showed he can't. The innocent man (not kid) did nothing wrong, nothing.

False. The guy would not have been shot had told the officer "my wallet is in the truck under the seat" rather than silently stopping, pausing to contemplate his actions, then diving into the truck. Very foolish actions.....
His mistake was furtively diving into the truck over a simple request. The officer made a bigger mistake by shooting the guy, but they're both culpable.
So lets draw an equivalent argument to another profession.
For example, you're essentially saying that if you have an urgent, unplanned need for surgery and your doctor makes a horrible, grossly negligent mistake, you also are culpable for not making sure you walked your doctor verbally through the various steps both you and he were going to go through for the entire surgery. You are culpable for trusting that your doctor is competent at his job, well trained, compassionate, and most importantly level-headed in that acute, rapidly developing situation and if you are harmed in said situation (at his negligence), well tough because you should have known better than to not talk your doctor through his job.
That more or less is the argument you are drawing if applied to another profession.
I am not downplaying anything, I am just not making stuff up like specifically stating he was asked to lean back into his truck. How hard is that to comprehend? If you want to use that as an excuse to claim dog whistling racism, go ahead but you are just making yourself look like a fool. I never used the word dive. This was a horrific case of when to not shoot. Just because he can't see what someone is doing for a couple seconds doesn't mean you open fire.

Other posters have used "furtive" and "diving"....just more character assassination and dog whistling to try to downplay or at least partially excuse the cop, by shifting the blame to the innocent man who was shot.
And you are asking about who told him to lean into his truck...the cop did, when he asked for his license. It's not hard to figure out. Again, if the cop didn't want him going in the vehicle, ask where his license is before asking him for it. This isn't rocket science.
Actually, it was Richard Pryor in the early seventies.What was that Chris Rock said about making sure the police understand that you are going to be reaching for your license?
He moved way too fast (I'm serious), that looked odd as hell. I'm sure he was nervous and just wanted to grab the wallet he couldn't find in his back pocket, but being jumpy like that when you're up against one of the worst police forces in the entire world is a really dumb move. Should've just said it was in his car.
More victim blaming.
