WRONG. Here in the US, "hate speech" in and of itself is NOT a crime. Period. From wiki:
The only time it becomes a crime in the US is if there are threats or a direct clear and imminent danger caused by the speech (like yelling "fire" in a theater). Speech, even "hate" speech is NOT a crime. For reference, just go look at the Westborough folks. If that isn't "hate speech", then nothing is. Yet it's perfectly legal, and the courts (all the way up to the SCOTUS) have confirmed this.
The concept of real free speech is dead in most of the world, and barely hanging on in the US.
Being American means you are free to exercise whatever freedoms you want. You are entitled to speak your mind, whether I like it or not, as I am entitled to speak mine, whether you like it or not. That freedom does not exist in most of the world because people like you think that other people should not have the right to say things you don't like.
I am not a fan of the French curtailing what people can wear, but it's up to them how they choose to try and maintain French culture in the face of a new culture that does not respect French core values.
