Why does this keep happening? This is at least the third that I know of and this one seems to have been buried for a year despite the Minnesota case that yielded a conviction.

On July 3, 2021, police allegedly shot Michael Ortiz in the back while he was on the ground naked and in handcuffs, according to the complaint.

To be fair, the officer violated no policies or something and will be placed on administrative duty or something.
Maybe he'll get fired and have to move to another jurisdiction and get rehired somewhere else.
That's such a life changing event, being fired.
His life is over.
He needs your sympathy.
His job is hard.
He might have to move and find other work.

Why does a naked guy in handcuffs on the ground need to be shocked? Using a taser here should be felony assault.

Why does this keep happening?

Both are designed to be stored, handled, and used like a firearm.
When stressed, tired, or just distracted, humans WILL make mistakes.
So long as society is armed, those arms will kill.

You wear them on opposite sides of the body...consistently.

You are trained on using weapons when stressed, tired, or distracted...and trained to recognize the difference between the butt of your service weapon and a taser. They do indeed feel very different.

So long as society excuses a segment of society from any responsibility for their actions, these mistakes will continue.
