Personally I would say that you would be fine running an XP on a 300W PSU, but that also depends on what video card and how many other peripherals you have in your tower. Also depends if you are going to overclock at all. I personally am using an Antec 250 PSU right now and my tower is pretty much loaded down. I have included the specs below.

I bought the Antec SX-1040 case with the 400 watt power supply for my Dual Athlon machine..the price difference between the ~350 watt and 400 watt was marginal enough for me to go on the safer side..
The 300-watt Antec supply claims to provide 30amps on the 5-volt line which is what AMD wants for any processor over 1.2GHz. Should work fine even though it's not on the 'list'.
I have an XP 1500+ (1.33ghz) OCed to 1600+ (1.4ghz) on a "Value Line" 300w PS, and it's working great. I've even had it up to 1.5ghz without changing the clock multiplyer, so it should go even higher once I get it unlocked........
