There's a good chance that your mobo is reading the voltages wrong - check them out with a multimeter.

very true. my defective ecs k7vta3 v8.0 mobo was reading my +12v ranging from 5-10V. very horrible. after 4 days of testing, i finally got a ECS K7S5A Pro to test, and my computer finally is stable having voltage readings of:

(according to mbm)
+3.3: 3.22
+5.00: 4.96
+12.00: 11.81

Did anyone order the Antec True430 from Directron for $59.99 and had problem with the PSU? Mine came in a shrink-wrapped box but I just found out that it's DOA. Finished assembling a new system, tried to turn on the power, and nothing happened at all, not even a beep and none of the fans moved, only the backup led on the mobo lit up. I checked all the usual suspects like is the cpu seated well, cpu fan lead connected to mobo, is mobo shorted to the case etc. Finally swapped in another PSU I had at home and the system booted up fine. I suspect the 12V rail of the True430 I got was not working properly. Just wondering if this is an isolated incident or is the entire batch that was on sale at Directron had some problem.

Good point. ;-) I checked that too. The fact that the backup LED lighted up told me that at least one rail of the PSU was working fine. I think the 3.3V and/or the 5V rail was working fine and the 12V rail was the one that's broken, hence no current to the CPU and the system couldn't boot up.
