Think it? I'm confident of it. In fact, I'd say we'll have complete control (assuming we continue to progress as we have) in 200 years, at the far outside. I think we've already begun.

When did we begin? With the already failed attempts at decreasing hurricane intensity? With the realization that we have an effect on the enviroment?
You may be able to limit the effect of humans but weather manipulation on an earth scale will never be realized.
Will we be able to change earth's rotational speed? Stop natural atmospheric changes? Speed and slow ocean currents etc.......... Account for all implications present and future when such changes are made?

I think you're overstating our prowess though.
We can barely predict the weather 24 hours into the future, let alone control it. We have to understand it on a very profound level to even consider controlling it.
Granted, you did say within the next 200 years.. and our weather prediction is certainly better than it was even 50 years ago.. I'm still skeptical though.
Anything like that would require so much energy.. we're still in the dark ages as far as energy goes.

If you are going to do that you need to be able to compensate for every variable.
