It is not the first time I saw that. I once cut the supply duct openings flush to the dry wall thinking that it is the finish surface. Then a few weeks latter I found that the boarders has boarded drywall over my ducts with out cutting out the openings.
Inspector wanted a second layer of drywall to fire rated the ceiling, but the funny thing was that the inspector didn't even mention fire dampers in the ductwork.
