The absolute best is to build up a group of cycling-crazed buddies. Then when you need anything you ask around and usually get it for free or almost free unless you want the latest high-bling thingy. The cycling-crazed usually have parts bins at home with all kinds of stuff. Last time I built a bike I got free wheels, free disc brakes, and a few other free parts. I've given away a couple frames, suspension fork, stem, seatposts, a set of disc brakes (what goes around comes around)...
Knowing people with the pro-deal hookups is also excellent if you actually do want the latest high-bling stuff.
