Kinda. AWE lets you allocate a large chunk of physical memory and then quickly map and unmap it into your process's virtual memory space. But it's true that it wouldn't work well if your working set doesn't fit into physical memory.

The scratch disk is for mapping virtual address space onto your harddrive (which is usually very large).

Well they would still have to swap the scratch disk data in/out of memory since the point is to work around not having enough virtual memory to address it all at once. So they would still have something similar to AWE except it would apply to their scratch disk instead of physical memory.

I wouldn't call it a good idea, but at least your browser cache is volatile so it doesn't matter if you lose it.
