I'd prefer a linux based router, but willing to work with any that will let me do this. Also, the router will be plugged into a switch, that will also have a WAP in it so monitoring by MAC would be preferable.
Go to http://www.lartc.org for the Linux Advanced Routing HOWTO. This is the only full featured free traffic shaping software that I know of. It's complex but you can do some basic stuff pretty easily from their cookbook examples and scripts that are available from freshmeat.net.
I'm not sure if it can filter and shape based on MAC but I would guess that it can either natively or if you mark the packets in iptables.
Check out the NetScreen router/firewall. Its ASIC based, and the smallest one supports 10 VPN tunnels, traffic shaping, true firewall and basic routing. Not cheep at $400 or so, but its purpose built for just the sort of thing you mentioned.
I also don't have much experience with them. I am working on getting one for the lab.

Yeah, those NetScreen routers would work perfectly, but they are a little out of my price range. I know entry level hardware can't do what I'm looking for. I was hopeing I could find some software that would do it.
