That is a lot like saying MS Paint is a lot easier to use than Photoshop.
The new version 2 of Gimp is a lot easier to use than previous versions so check it out.
Paint.NET is awesome but is highly limited. Especially when working with a few images at once.
Gimp can do almost anything Photoshop does and is a lot easier to use than Photoshop on a few operations.
