I don't actually know if you need actual proof at time of filing or when just being audited. If it's just the latter, you could lie and just say that you had a qualified exemption to obamacare and next year, know that you will have to be super late on one of your utility bills and get a warning letter being threatened with them being shut off. One letter per year is all you need to be exempt from obamacare.

That has nothing to do with my statement. Whether something works or not doesn't necessarily mean that philosophically it is the right thing to do.

I'm sure tapping everybody's phone and email will reduce the chances of a terrorist attack, but doesn't necessarily mean it is right thing to do.

Government should not force you to get health coverage, and you shouldn't expect free emergency visits that are footed by taxpayers. Once you realize you might die by the hospital curb if you don't voluntary buy coverage, then it will make you rethink about skipping insurance. Too many people put new car payments, cable tv, eating out and iPhones before healthcare coverage, which are personal poor choices that tax payers shouldn't have to pay the consequences for.
