not really possible since they don't mince the meat into mystery paste. plus fish lips and other bits are pretty useless as food, you can't really even blend it into anything. the factories just gut bone and dump all that stuff, if they do find some way to recycle it its certainly not in human food. fish meat is pretty simple, slab of meat on each side of body. you can't really pull off stuff like blending in organ meat or meat machine scrapped off bones like with live stock.
