My feeling is the game coding makes more difference than the CPU hardware clock to clock.
It is easy to justify upgrades, especially with sale or used purchases "if you have the urge."
The progress in CPUs is dramatic, games, however, with some exceptions have not taken advantage of this.
What is possible is to build a good rig for less than ever before, if you want to.
