I spent the last 3+ years working in a local government data center and it was hell. Despite oppressive management and crippling change management procedures, everything that could go wrong did. Nobody ever knew what anybody else was doing. We kept undertaking poorly planned domain migrations in the name of consolidation and we routinely broke all kinds of stuff. Our CIO practiced management by temper tantrum and was more concerned about meeting arbitrary deadlines than listening to his experts about technical concerns. I was the Exchange admin, and I kept trying to tell everybody that our information stores were getting way too big, yet the CIO kept caving to some pressure from some attorneys who said we needed to keep everything forever. And when things broke, staff time was considered an unlimited resource.
After years of arguing myself blue in the face, getting written up for insubordination and having a mental health crisis, I quit and went to work for a smaller department that was exempt from the consolidation mandate. Now work is fun again and I have a life.
