I would say it is going to be a cover of some sort for their deck and it is going to sit at the level of the pergolas when complete.

i'm going to give it like 2 weeks and see how it goes, but if they don't have a party or something and turn them down/take them off, then i'm going to go over and have a chat with them and just ask them if they can either turn them off at night when they aren't out there, mount them lower, or aim them differently.
i'll try to grab some pics tonight if i remember.
i genuinely don't think this is anything intentional though, i think they are just clueless. before we put the fence up, they would leave their back patio light on almost every night and it was the same shit, just very bright but pointed like right at our house. it was nice with the fence up not seeing it anymore, but now these other lights are ridiculous.
i swear it is like a compound at night as far as the lighting goes over there lol. if i remember i'll snag pics through our window in our bedroom at night so you can see how bright it is over there. if the lights weren't so high up and were blocked by the fence i wouldn't even notice them either.
OP just needs some preparation for his neighbors going full white-trash. They think this is helping you! Unfortunately, if you are not on beer drinking terms with your neighbors this is probably only continuing a downward spiral.
Why are you so concerned about their back yard?
Lights too bright? Ever heard of a window shades or blackout curtains?

Leave them the hell alone and mind your own business. It's their life/their back yard.
THEY are not bothering you, YOU are bothering yourself (and will soon bother them in the process)......and make a fool of yourself while at it.
Besides, your backyard looks empty/small and bland. Of course your neighbors things grab your attention as you have nothing in your backyard. Get some plants etc against that fence......looks weird.

a) did you even bother talking to your neighbors prior to installing the fence? Usually neighbors that border fences talk/agree on something (for example, my neighbor and I split cost agreed on good/bad sides etc).
b) is your 8' fence legal? Most towns around where I live only allow 6'....

I think that was already covered and the answer was no to both. I believe there was an issue about the placement of the fence on the property line not being "code".

lol i saw the front of their house today on my way home from work. they have like 5 of these double lights installed on the front as well. it's insane how many lights they have around their house now.
i wonder if they got robbed or had some stuff stolen and now they are hyper paranoid. it is clearly not anything to do with "payback" or anything of that nature cause of the fence. i mean they knew i was getting a fence anyways so it isn't like it was a surprise to them.
