How does refresh rate relates to FPS, when VSync is on?

I know, for example, every frame can count in a game like Street Fighter 4. I mean, I don't know whether that's even possible under a multiplayer scenario. If one player gets 64 frames per second and the other gets 60 frames per second, I'd think the game would error out of sync?

No since the game still perform the action in the same duration only it has more frames. If unequal frames cause you to out of sync in multiplayer in games that would really suck as you can only play with players with the same/almost the same specs as you
