While I personally would never spend this kind of money on anything related to a hair cut, I'm not a member of congress. While I don't have any personal experience with this sort of thing, I don't think its to big of a stretch to guess this is how it works.

I really doubt these people are shopping around for a bargain haircut. I doubt she had any idea what the hair cut was going to cost. When you are in that kind of position, you just do it and pay for it I imagine.
